While Honkai: Star Rail might be one of the most well-known titles in the gaming space, game developers miHoYo have also created similarly successful titles in Genshin Impact and Honkai Impact 3rd. With similar art styles, animations, and character designs, these games share more than just a developer.
This is even more true for two games in particular; Honkai: Star Rail and Honkai Impact 3rd. Not only do these two games share a name, they also share characters. Himeko, Bronya, Seele, and Natasha are all examples of characters that exist in both games but are two separate beings.
Take Natasha for example. Star Rail’s version is the caring Dr. Natasha, while Impact 3rd’s version is the trained mercenary Raven. Both have a history of caring for people, but they are two separate entities. There also exists a character who is present in both and is rumored to be one and the same. With the power to travel between worlds, the character we’d like to focus our spotlight on today is Welt Yang.

Talent => Skill => Ultimate =>Normal Atk
Honestly, all three of Welt’s abilities are important because each plays a key part in Welt’s role as an offensive utility character. We highly recommend investing in all three talents until you’ve maxed them out or are happy with how your Welt is performing.
That being said, we understand that most players don’t have the resources to immediately get all three abilities to Lv.10. So we recommend prioritizing Welt’s Talent since it grants him a 60% damage boost at max level against enemies who are slowed. Because both Welt’s Skill and Ultimate have a chance to slow targets hit, the damage boost from Welt’s talent is almost always guaranteed to trigger.

Next, you will want to max out his Skill. This is a bouncing skill that hits random enemies three times in total. While the slowing effect of this skill won’t always trigger, building enough effect hit rate on Welt makes slowing most enemies quite reliable.
Lastly, you’ll want to invest in Welt’s Ultimate to increase its damage as well as its effects. Again, since Welt’s Ultimate also slows enemies, it will trigger his Talent, dealing even more damage.

- Punishment – Deals 20% more damage to enemies inflicted with Weakness Break.
- Judgment – Using Ultimate additionally regenerates 10 Energy.
- Retribution – When using Ultimate, there is a 10% base chance to increase the damage received by the targets by 12% for 2 turns.
Welt’s Traces all grant Welt the potential to deal more damage while making him slightly more efficient. Welt’s Edge of the Void skill actually deals a surprisingly large amount of damage and break damage. Making Welt not only good at inflicting weakness breaks on enemies but also effective at punishing weakness-broken targets.

Judgment essentially lessens the casting cost of your Ultimate by 10, which can really make a difference, especially if you’re equipped with an Energy Regeneration rope. With the right party set up, your Welt could potentially have his Ultimate skill ready to go every other turn.
Lastly, Retribution further boosts the damage potential of Welt’s Ultimate since it has a chance to apply a 12% damage amplification debuff to enemies hit by it. Since Welt’s Ultimate hits all the enemy targets on the field, this Talent makes it so that any survivors of Welt’s Ultimate won’t stay alive for much longer.

While Welt Yang is a standard 5-Star, he’s still the best slow-based character in the game. Not only can he proc slow reliably, but he also deals a ton of damage while doing it.
